For Washington Suburban Sanitation Commission (WSSC), Unified Strategic provided professional services consultation, strategic planning expertise, and delivery services to create, support and develop the WSSC 2-3 Year IT Strategic & Operational Plan: 2018 – 2020. The IT Strategic and Operational Plans became the new comprehensive and living IT roadmap for WSSC. Unified Strategic reviewed, updated and enhanced the previous WSSC 5-Year IT Strategic Plan (2013 – 2018), as well as multiple technical internal documents and processes, providing actionable recommendations and support.

For the Prince George’s County Health Enterprise Zone, Unified Strategic consultants leveraged our Healthcare Assessment and Interoperability Services to connect disparate systems across the Prince George’s County healthcare enterprise (now part of University of Maryland Medical System) to achieve advanced interoperability and advanced system integration.
Need: 10% of Health Enterprise Zone (HEZ) residents admitted to the hospital represent 80% of all readmissions:
  • Reducing hospital readmissions requires access to multiple services, i.e., social services, primary care services, behavioral health services
  • Access to Care: 30,117 patients seen across 42,897 total patient visits to HEZ medical practices

    IT Consulting Strategic Planning Experience & Cyber Security

    Contract Role: Technical Consulting, Strategic Planning and Implementation (Prime Contractor)

    For the Florida Keys Aqueduct Authority (FKAA), Unified Strategic provided professional services consultation, strategic planning expertise, and delivered services to create, support and develop the FKAA 5 Year IT Strategic & Operational Plan.

    Unified Strategic also worked with the Authority’s Leadership, HR, and Administration to reorganize their IT Department structure, provide strategic alignment workshops and exercises with IT staff, and process improvements. Unified Strategic also led the development of the IT Departmental “Recruitment & Retention Strategy”, rewriting all identified current and future IT Departmental job descriptions, and providing boilerplate job description templates for future unidentified IT roles.

    Our consultants also provided a Cyber Risk Assessment, Technical Communications Planning and supported FKAA in establishing a Project Management Office (PMO) and project chartering/initiation process.

    Healthcare & Training Experience

    Contract Role: Athena Electronic Health Record (EHR) Consulting Expertise, Implementation, and Training (Prime Contract)

    Unified Strategic established and executed the Prince George’s County Healthcare (PGHC) Program Management Office (PMO), performed Athena EHR implementation and process improvements, and EHR staff training (“at the arm”). Our consultants also provided business analysis services to transform the ambulatory group’s processes by supporting its effectiveness, efficiency, and agility.

    Unified Strategic supported hospital executives in creating their fiscal year strategic plan to determine the direction and baseline/measure performance. After the strategic plan was created, it was communicated to the ambulatory staff and execution was monitored for results. Additionally, our consultants also created a 30/60/90/120-day work plan for the new Ambulatory Vice President.

    Unified Strategic established Business Process Modeling and Process Decomposition Standards to drive standardization and structure to business processes that allow for greater line-of-sight from the client’s process to strategy. Our team also supported training and other services related to the conversion (transition) from Athena to the Epic EHR system due to the acquisition of PGHC by UMMS.

    Unified Strategic has partnered with 4S – Silversword Software and Services, LLC (4S – Silversword) and KPMG LLP (KPMG) to provide the Department of Labor, Office of the Job Corps (OJC) Job Corps Centers (JCC) COVID-19 Decontamination, Logistics and Execution consulting services to reopen 123 campuses nationally (and, in Puerto Rico) in a safe, cost effective, efficient, and organized manner as soon as prudently possible.

    Our team brings together highly skilled management consultants, industrial hygienists, and epidemiologist with MD/PHD/MPH and backgrounds in infectious disease that will utilize CDC, GSA and OSHA standards to deliver policies and procedures to enable a safe opening and operating environment for the JCCs. Team Unified members also utilize the benefits of Robotic Process Automation (RPA) software and bots to assist with tracking and monitoring data collected as a part of this project.

    Contract Role: Serena Consulting and Development Expertise (Sub-Contractor to Martin Loyd & DXC Technology – formerly Hewlett Packard Enterprise)

    Unified Strategic consultants implemented an automated solution to the Bureau’s manual medical eligibility process. Our consultants helped to build the entire TennCare business process management system, known as the TennCare Pre-Admission Evaluation System (TPAES) using a modified agile methodology to transform their processes and workflows, secure approvals, improve process performance and capture audit trail data for the State of TN, as the system also manages the TPAES system’s robust electronic documents and confidential records for the TennCare Long Term Services and Support (LTSS) team.

    TPAES allows all Nursing Homes in the State of Tennessee to submit Medicaid reimbursements. Workflow allows for role-based approval, reports and notifications to be orchestrate between multiple state agencies and with backend integration to other state computer systems. The process involves orchestration of input of team members from several state and third-party participant organizations.

    Contract Role: Federal Information Security and Privacy Subject Matter Expertise

    For the State of Tennessee Department of Finance & Administration Division of Healthcare Finance & Administration (TennCare) our team provided Federal Information Security and Privacy subject matter expertise to the state’s Medicaid Modernization Program. We defined security and privacy requirements for their RFQ for system integration efforts, including guidance on the latest IT security and privacy regulations, trends, policies, methodology, and processes related to CMS Certification and Accreditation (C&A).

    In conjunction with developing and securing the TPAES system, Unified Strategic consultants also secured a data breach and directed new procedures to ensure similar incidents are mitigated or avoided.

    Contract Role: Pega BPM Consulting and Development Expertise (Sub-Contractor to Agora Group)

    For the State of New Jersey, Administrative Office of the Courts, IT Office (AOCITO), New Jersey Municipal Courts (NJC), Unified Strategic consultants provided Pega IT/BPM services for Municipal Automated Complaint System (MACS BPM) and Electronic Complaint Disposition Reporting (eCDR), which included project planning, implementation, and ongoing support.

    MACS BPM replaced the existing Automated Ticket System and Automated Complaint Systems (ATS/ACS), which ran on a CICS/DB2 legacy mainframe environment. We provided the ability to enter issued tickets (moving and parking), complaint entry processing, and forms controls, known today as the ticket/complaint books assigned to an Officer. eCDR is used by law enforcement officers and court personnel to enter summons, warrants, and citizen complaints.

    Cyber Security Experience

    Contract Role: Cybersecurity Subject Matter Expertise

    Unified’s Cyber Security SMEs provided Cybersecurity Subject Matter Expertise to NOAA’s cybersecurity division. Which included, updating their IT Security Manual (ITSM) to NIST SP 800-53 Revision 4, completing this multiple-year effort with the agency’s line offices. Developed the foundational documents for their Enterprise Security Assessment and Authorization (ESAA) program, outlining cybersecurity CONOPS, approach, and documentation for cybersecurity strategy and operations going forward. Introduced effective and comprehensive cost modeling for NOAA’s cybersecurity initiatives.

    Our consultants also supported the direct program and project management activities of several cybersecurity programs and projects. Additionally, our team advised on NIST and other federal risks, security and privacy requirements, compliance, and documentation. Our Cyber Security SMEs also identified program and project management standards to be applied across all cybersecurity IT investments.

    The Madigan Army Medical Center (MAMC) Nurse Care/Case Manager Pegasystems Pilot Program’s goal was to replace the Nurse Care Manager’s paper based manual system and enhance patient outcomes by providing a vehicle to manage and track large caseloads.

    Unified Strategic consultants identified and implemented key technical enhancements that resulted in an improved business process and customer satisfaction. In addition, our consultants designed the Madigan Case Management application to enable the capture, analysis and reporting of key metrics that translates into increased quality of life for patients in case management.

    Unified Strategic consultants provided Pega BPM professional support services on the Eligibility Appeals Case Management System (EACMS). The EACMS receives, processes and resolves appeals and is built on the Pega 7 platform.

    During development and implementation of this system our consultants reengineered and automated complex business processes, integrated with business intelligence framework and IBM FileNet. We also supported migration to Amazon Web Services (AWS), improved the system to become 508 compliant, and implemented autonomous event services which was instrumental in the system’s predictive data analytics.
