Christian M.
GIBBS
PRESIDENT & FOUNDER
Christian M. Gibbs is President and Founder of Unified Strategic Resources, where he leads business development, engagement strategy, and executive oversight for modernization and operational transformation initiatives across federal, state/local government, healthcare, and commercial organizations. In this role, he focuses on building partner networks, identifying opportunities, leading proposal efforts, and overseeing delivery execution to keep work aligned to scope, schedule, and outcomes. Christian has led and supported work for a range of public sector clients, including the U.S. Department of Transportation (USDOT), Department of the Navy (CNIC), the U.S. Department of Labor (Job Corps), and the Social Security Administration. His state and local experience includes strategic, operational planning, and staffing engagements for organizations such as the Florida Keys Aqueduct Authority (FKAA), Rockdale County (GA), Caldwell County (TX), and the Washington Suburban Sanitary Commission (WSSC), as well as multi-year strategic planning work within USDA organizations. In healthcare and human services modernization, Christian served as Program Manager supporting the State of Tennessee’s TennCare process and workflow modernization effort (TPAES), acting as an executive liaison to technical and clinical leadership and supporting security governance work including completion of a Security System Plan (SSP). Earlier in his career, he created and led a Public Sector Practice and helped expand cross-sector work spanning public sector and commercial verticals. His client experience during that period included organizations such as USPTO, NSA, USDA, and multiple state government clients (including the State of New Jersey). Christian is an Emory alumnus and a 2025 Emory Entrepreneur Awards honoree (Business to Consumer). A lifelong builder shaped by a family legacy of business ownership, he has carried that mindset into every stage of his career—identifying opportunities, creating solutions, and scaling trusted partnerships. Today, he also invests in the next generation by mentoring emerging founders and helping them turn ideas into viable, mission-driven ventures.

Brian brings more than 25 years of experience leading technical, emergency call center, and safety consulting initiatives across both public and private sectors. He has a proven track record of leveraging technology and process improvement, and strategic insight to identify risk and elevate service delivery. Brian’s expertise lies in designing and implementing solutions that strengthen organizational performance and improve safety outcomes. Brian's career highlights include managing large emergency operations and call center programs for the Department of Homeland Security, the Department of Defense, and the District of Columbia’s Police Department.

Marise Awai-Bourne brings over 30 years of operations and administration expertise to Unified, specializing in transforming organizational vision into structured, achievable outcomes. As a customer success partner, Marise serves as the operational backbone for leadership teams, consultants, and clients across multiple sectors, ensuring that complex initiatives move from concept to completion with clarity and precision. She coordinates project timelines and contract milestones while building the critical behind-the-scenes infrastructure—plans, workflows, and tracking tools—that keep stakeholders aligned and deliverables on target. Her approach combines meticulous attention to operational detail with a strategic understanding of how daily execution connects to broader organizational goals. What distinguishes Marise's operational practice is her rare ability to serve as the bridge between vision and execution across government, consulting, corporate, and nonprofit environments. She has supported large-scale operations and customer-facing initiatives for organizations including Waste Management, the Department of Health and Human Services, the Prince George's County Council, Otis Elevator, and various boutique consulting firms, spanning public policy, infrastructure, healthcare, training, and community development. Colleagues recognize her as the calm center of complex projects—someone who listens closely, asks clarifying questions that cut through ambiguity, and quietly builds the structural foundation that enables teams to achieve their goals. She demonstrates proactive leadership by volunteering to drive projects forward, coordinating cross-functional efforts, and maintaining team focus on strategic priorities while managing operational realities. Trained in Visual Communications at the Maryland College of Art & Design, Marise brings a design-forward perspective to operational excellence. Khalil brings over 20 years of strategic planning and management consulting expertise to Unified, specializing in helping organizations untangle complex challenges and transform them into actionable results. As Vice President of Management Consulting, Khalil leads Unified's strategic initiatives across state and local government sectors, optimizing centralized support services for both internal and external stakeholders. He formulates and executes growth strategies for government markets, conducts landscape analyses to identify tailored solutions, and oversees the full lifecycle of consulting engagements—from competitive proposal development through successful project delivery. His approach combines rigorous analytical frameworks with practical implementation strategies, ensuring compliance with federal guidelines while consistently exceeding client expectations. What distinguishes Khalil's consulting practice is his rare ability to bridge education, technology, and government sectors with equal fluency. He has successfully led strategic planning initiatives for federal agencies, including the USDA's Material Management Service Center and the Office of Executive Secretariat, while also guiding state and local government entities, such as Caldwell County and Rockdale County, through transformational planning processes. Beyond project execution, Khalil builds and maintains strong relationships with clients through proactive outreach and represents Unified at industry events to strengthen partnerships. He manages cross-functional teams, develops service delivery protocols for functions including Technical Writing and Learning & Professional Development, and drives process optimization initiatives that enhance operational efficiency without compromising quality. THOMPSON
VICE PRESIDENT, INFORMATION TECHNOLOGY
Troy brings 20+ years leading complex technology implementations and consulting engagements, translating business strategy into secure, scalable platforms and measurable operational improvements. As VP of Information Technology, he directs Unified’s internal and client-facing technology initiatives—setting technical direction, governing delivery, and aligning stakeholders to execute modernization roadmaps with discipline and speed. His specialties include cloud modernization, cybersecurity and risk posture improvement, and infrastructure optimization, along with IT staffing structuring and executive dashboards that bring clarity, accountability, and momentum to delivery. Troy is currently spearheading Unified’s engagement with Caldwell County (TX), helping County leadership align technology planning with broader institutional priorities and build a practical, multi-year modernization roadmap. He partners with stakeholders across departments to clarify needs, set priorities, and establish the governance required to execute—driving sustainable improvements in efficiency, security, and citizen-facing service delivery. Troy is known for de-risking large programs, improving delivery outcomes, and implementing practical solutions that increase efficiency, reliability, and long-term business value.

As Chief Information Security Officer / Risk Practice Lead, Dan Stevens leads cybersecurity strategy and risk mitigation efforts that protect critical systems while enabling the business to move faster and safer. In this capacity, Dan developed WSSC’s 2-Year IT Strategic and Operational Plan, aligning security priorities to operational goals, regulatory expectations, and measurable outcomes. Dan partners closely with technical SMEs and delivery teams to embed security directly into the systems development lifecycle, ensuring security activities follow the organization’s Cyber Security Program and Risk Management Framework—from requirements and design through testing, implementation, and continuous monitoring. Dan’s work with Unified, focuses on strengthening governance, reducing exposure, and driving consistency in how security controls are selected, implemented, and validated. Known for translating complex risk into clear, actionable decisions, Dan provides analytical support to confirm internal controls are properly aligned, implemented, and operating effectively—supporting compliance with policies, external requirements, and industry best practices. He also advises and influences management, process owners, and control owners on control design and operating effectiveness, with particular depth in cybersecurity risk, logical access controls, and enterprise information security. Across engagements, Dan reviews and refreshes technical security documentation and recommends, plans, and implements protective measures that harden systems, networks, and information—helping teams deliver secure, reliable services with confidence.

With more than 20 years of experience spanning business strategy, educational leadership, and organizational innovation, Nikki brings a unique blend of analytical insight and creative clarity to her work as Senior Director of Management Consulting at Unified Strategic Resources. Known for translating complex ideas into practical, people-focused solutions, she partners across teams to design and implement strategies that strengthen workforce performance, enhance organizational alignment, and drive meaningful results across federal, state, and private sector projects. Working closely with the Vice President of Management Consulting, Nikki contributes to Unified’s mission of helping organizations achieve clarity, growth, and sustainable impact through strategic consulting and learning solutions. Nikki’s consulting approach is defined by her ability to see both the vision and the details. A big-picture thinker and analytical strategist, she connects diverse ideas and disciplines to create cohesive, results-driven strategies. Her work has supported a range of federal and local government initiatives, including serving as the financial subject-matter expert, curriculum designer, and lead facilitator for the Child and Family Services Agency’s (CFSA) POCKETT Act financial literacy initiative, and as lead designer and facilitator for the CNIC Federal Resume Development Program. She is recognized across Unified for her collaborative leadership style and her ability to translate strategy into simple, human-centered solutions that strengthen teams and outcomes. KING
SENIOR MANAGER,
LEARNING & DEVELOPMENT
Dwayne A. King is the Senior Manager of Learning and Development (L&D) at Unified Strategic Resources (Unified), where he designs and delivers workforce-focused training that strengthens performance, readiness, and service delivery across teams and programs. He is known for leading engaging, practical learning experiences—delivering training sessions, facilitating team-building events, and running interactive workshops and group exercises that translate into real-world behavior change. With a foundation in social work and extensive experience supporting at-risk youth and families, Dwayne brings a people-centered approach grounded in strong facilitation, coaching, and relationship-building. His background includes years working across foster care, mental health facilities, and juvenile justice programs—delivering skills training such as life skills, positive social interaction, anger management, and job-readiness coaching, while also coordinating with schools, caseworkers, court officials, and families to align services and outcomes. In addition to his L&D leadership at Unified, Dwayne has led and supported workforce development efforts through co-creating and facilitating financial literacy training for youth exiting foster care; delivering sessions for Job Corps youth to support recruitment efforts; leading webinars and trainings on the federal resume process; supporting workforce development training across multiple departments; and spearheading outreach to increase TANF customer training participation. He holds a Bachelor of Social Work (Cum Laude) from Georgia State University and has completed CPR/First Aid, Crisis Prevention Intervention (CPI), and Georgia Medicaid paraprofessional training requirements.

She specializes in planning and coordinating in-person and virtual events from concept to closeout—building run-of-show schedules, managing logistics and vendor touchpoints, and ensuring a polished, consistent experience for clients and attendees. Danae pairs operational discipline with creative communications expertise, developing campaign content, coordinating promotional timelines, and supporting real-time event coverage to expand audience reach and participation. She also supports website development and day-to-day site management—coordinating updates, maintaining content accuracy, and ensuring messaging and visuals stay aligned with Unified’s brand standards and business priorities. She studied Communications Studies at the University of Maryland, which strengthens her ability to craft clear messaging, coordinate cross-functional stakeholders, and represent Unified with professionalism across client-facing touchpoints.
